No agreement was reached at the meeting. MDF, MSZP and SZDSZ supported the proposal; however, they pointed out that it is far from solving all the problems of the current system, as it does not include the reform of party financing. In spite of that, they would vote for the bill in Parliament. MPs representing Fidesz and KDNP promised that they would send their professional objections concerning the reform bill by Friday this week. Every party agreed on the introduction of the campaign account, and that the maximum amount of campaign contributions should be 2 million Ft in the case of individuals, and 5 million Ft in the case of legal entities.
The following questions need further discussion. The proposal of FH and TI recommends a 60-day campaign season; Fidesz and KDNP would reduce the campaign season to 30 days. Based on the data of previous elections, parties spend 10, 20 or even 30 times more than the current limit set by law, which is 1 million Ft per candidate. Taking into account that campaign costs should be reduced and that the spending limit should be reasonably set, the proposal increases the 1 million Ft limit to 5 million Ft per candidate. Fidesz and KDNP have not stated their opinion regarding the increase of the spending limit yet. The most debated question was that of the restriction – or perhaps total ban – of political ads in commercial media.
The representatives of the participating parties and civil organizations agreed to continue the negotiations. Fidesz and KDNP will present their professional objections about the proposal by Friday this week. Fidesz and KDNP also promised to give their opinion about a) the campaign spending limit and b) the possibility of an agreement on a 45-day campaign season by 4 November 2009.
