The Hungarian National Bank was the first one to decide on the application of the Integrity Pact developed by Transparency International during its public procurement procedure. In international practice, the Integrity Pact is a civil law contract that is concluded for a given procurement procedure by the government/government department entity and all the bidders.
The contracting parties agree to act fairly during the process of public procurement and they entrust an independent body to monitor the whole process of the public procurement and the fulfilment of the contract, as well as to indicate any violations and to publish reports in accordance with the agreement. Accordingly, the integrity pact becomes part of the procurement procedure, the subject of which is the ”Taxi passenger service system for the Hungarian National Bank”. Within this framework, bidders enter into a contract with the government and an independent body, the Hungarian branch of Transparency International.
